DVC Exercises Right of First Refusal (ROFR)

Year-to-date (YTD), Disney has exercised their right of first refusal (ROFR) on 63 Disney Vacation Club (DVC) contract, and DVC Resale Market (DVCRM) has sold 1,742, resulting in a 3.6% buyback rate (Contracts Bought Back in 2025/Contracts Sold in 2025). The 2025 waiver rate is 96.4%.

Key ROFR Updates

Another month, another bump in Right of First Refusal activity from Disney Vacation Club—and April marks the fourth straight month of increasing buyback volume, with 22 contracts taken this month. That’s up from 17 in March, 15 in February, and 9 in January.

So what does this tell us? Simply put: ROFR is back in play.

Grand Floridian & Grand Californian Take Center Stage

The clear stars of 2025 so far are Grand Floridian and Grand Californian—and not just because they’re premium resorts. These two properties continue to dominate ROFR activity, with nearly 1 in 4 contracts being bought back:

For both buyers and sellers, these numbers are worth paying attention to. If you’re shopping for either resort, be ready with a backup plan in case Disney steps in. If you’re selling, especially at a competitive price, there’s a good chance Disney might be your buyer.

And if you’re wondering why Disney is targeting these two so heavily—it might have less to do with scarcity and more to do with presentation. These two resorts sit next to newly highlighted or refurbished offerings (Polynesian‘s Island Tower and Disneyland Hotel), and being able to offer a guest something that’s “just next door” at a comparable quality is a strong sales strategy.

Old Key West Returns to the ROFR Radar

After sitting mostly dormant through much of 2024 and early 2025, Old Key West re-entered the ROFR scene in April, with 7 contracts bought back.

It makes sense when you look at the pricing:

  • Back in October 2024, Old Key West resale prices peaked at $95 per point.

  • As of April 2025, average prices have dipped to $85 per point—a 10.5% decrease.

That makes Old Key West the most affordable buyback option at Walt Disney World, and from Disney’s perspective, an easy contract to flip for direct sales.

It’s clear at this point that Disney Vacation Club is leveraging ROFR more actively again, and the trend seems to be holding. Whether this is about replenishing sold-out inventory or making strategic decisions tied to resort proximity and pricing, we’re seeing a pattern that both buyers and sellers need to keep in mind.


What is Right of First Refusal (ROFR)?

For those new to the concept, Right of First Refusal is the option Disney Vacation Club has to purchase any resale contract after a sales price has been agreed upon, and the contract has been executed. Each contract must be forwarded to DVC for review.

DVC typically takes no more than 30 days to review the contract. At their discretion, Disney may step in and purchase the property themselves at the terms agreed upon by the seller and original buyer. DVC then becomes the buyer, and the purchase is complete. Once DVC is the buyer there is not an opportunity to come back with a better offer in hopes of still purchasing the contract.
